Demonstrations

General Limitations: Demonstrations may take place on or off campus in accordance with the section on Rights and Responsibilities of Inquiry and Expression in the Joint Statement on the Rights, Freedoms and Responsibilities of Concordia Students. Students are therefore free to express their opinions and support causes by orderly and peaceful means that do not disrupt the purpose or essential operation of the College, or obstruct or restrain other members of the College community or campus visitors by verbal harassment or physical force. Furthermore, demonstrations and signs must be directed at issues rather than at personalities or character assassinations. Should questions arise as to what kind of demonstration is appropriate, or how certain provisions of this policy are to be interpreted, the group leader(s) should consult with the Director of Campus Security or a Student Affairs Dean.

Leadership and Event Approval: Great care should be taken to ensure that enough group leaders are on hand to responsibly coordinate the demonstration. Group leaders must be full-time Concordia students. Their names, along with the proposed location and time of the event, must be listed on an Event Reservation Form that may be obtained from the Campus Information Office. The Form must be completed and submitted to that Office at least 48 hours in advance of the event, if possible.

Participants: A majority of those participating in a demonstration must be members of the Concordia College community. The College reserves the right to restrict any non-Concordia group or individual from demonstrating.

Place: A demonstration may be held on Concordia College grounds, either indoors or outside, although a demonstration will be permitted inside a building only in exceptional cases. The Campus Security Director is responsible for identifying an appropriate place for demonstrators. The area will be identified and demonstrators must stay within that area. The group shall be responsible for ensuring that the physical location of a demonstration is left in the same condition as before the event. Finally, demonstrations may not be held on the lot on which the President's house is located.

Security: For the protection of the individuals involved and the campus community, security personnel may be assigned to the event.

Time: No demonstrations shall take place between the hours of 11 p.m. and 7 a.m.
