Highly Qualified Teacher

What determines a “ Highly Qualified” teacher?
From the MN Board of Teaching:  When a Minnesota candidate completes the approved program for licensure and demonstrates the subject competence by passing the state adopted licensure content test (Praxis II), the candidate will generally be Highly Qualified (HQ).

No Child Left Behind (NCLB) “highly qualified” teacher requirements for Middle and Secondary Teachers:
To meet the federal “highly qualified” criteria, middle school and secondary teachers of core academic subjects who are new to the profession must meet the following requirements:
1.     Hold a bachelor’s degree
2.    Be licensed by the state; and
•    Demonstrate subject competence through a rigorous state test of subject knowledge and teaching skills (Praxis II content test); or
•    Complete an undergraduate academic major in each core academic subject they teach.
