Definition of Grant Terms/Acronyms
A-21: OMB circular that sets the cost principles for educational institutions with respect to Federal grants and contracts.A-110: OMB circular that sets standards for consistency and uniformity among Federal agencies in the administration of grants to and agreements with higher education institutions
A-133: OMB circular that sets standards for the audit os states, local governments and non-profit organizations expending Federal awards
Abstract: Summary of project (typically one page)
Agency/Funding Agency: see Sponsor
ARRA: The American Recovery and Reinvestment Act of 2009: federal legislation authorizing funding, also known as the "Stimulus Bill"
CFDA: Catalog of Federal Assistance: comprehensive listing and description of Federal programs and activites
CFP: Call for Proposals: see RFP
Cost Sharing: the college's contribution (financial or in-kind) to the proposed project
Dept. of Education: Federal department overseeing education (not known as DOE)
Direct Costs: expenditures that can be directly attributed to the project
DOE: Department of Energy: Federal department overseeing energy related issues
DFRRG: Director of Foundation Relations & Research Grants: Concordia director for office responsible for grant solicitation and management
EIN: Employer Identification Number: federal identification number issues by the IRS, please see the DFRRG for Concordia College's EIN
FAR: Federal Acquisition Regulation: comprehensive set of contract terms used by the government to draft contracts for procurement including research and development contracts to educational institutions
FFO: Federal Funding Opportunity: see RFP
FOA: Federal Opportunity Announcement: see RFP
FRA: Request for Applications: see RFP
IFB: Information for Bid: see RFP
Gift: funds donated to the College for unrestricted or designated purpose; typically have no contractual requirements and there are no deliverables to the donor
Grant: financial assistance award in which the sponsor anticipates no substantial programmatic involvement with the recipient during the project activities
Grantee: the recipient of a grant
Grant Officer: individual within a sponsoring agency or organization with authority to commit that entity's funds
IACUC: Institutional Animal Care and Use Committee: college committee with oversight responsibility related to the proper use and care of laboratory animals
IDC: Indirect costs: cost incurred by a project that cannot be clearly identified and charged to the project
IHE: Institute of Higher Education: post-secondary school including technical institutes, two-year community colleges, four-year colleges and universities
IRB: Institutional Review Board: an administrative body established to protect the rights and welfare of human research subjects recruited to participate in research activities
In-kind: non-cash contribution to the project which can be given a cash value
NEA: National Endowment for the Arts: government program to support the arts
NEH: National Endowment for the Humanities: government program to support the humanities
NOFA: Notice of Funding Availability: see RFP
NIH: National Institutes of Health: government agency focused on health related issues
NSF: National Science Foundation: government agency focused on improving and researching science and technology (non-health related)
OMB: Office of Management and Budget: Federal office under the United States Office of the President for administrative and financial matters
PI: Principal Investigator: primary person responsible for the grant project
POC: Point of Contact: person to be contacted about the proposal/project/organization
RFA: Request for Applications: see RFP
RFP: Request for Proposals: funding source's announcement soliciting projects/programs
SRO: Sponsored Research Official: organization's authorized representative
STEM: Science, Technology, Engineering and Math: common acronym representing programming and research in those disciplines
TIN: Tax identification number: please see the DFRRA for Concordia College's TIN
